Establishes the right for groups of at least 10 independent contractors using a hosting platform to organize and negotiate collectively with the platform on pricing, revenue division, assignment priority, insurance, and termination policies.

Classifies group activity by independent contractors as a "labor dispute" exempt from antitrust restrictions, and prohibits hosting platforms from retaliating or terminating contractors for organizing or participating in group negotiations.

Requires the State Mediation and Conciliation Service to facilitate negotiations, provide mediation services, and enforce compliance through court action seeking injunctive relief if a hosting platform violates negotiation requirements.

Allows independent contractors to sue for violations in superior court and receive treble damages for lost income in cases of willful violation, plus reinstatement and compensatory damages.

Specifies that exercising rights under this chapter cannot be used as evidence that a worker is an independent contractor in any legal or administrative proceeding.
