Establishes a pilot project through the Board of State and Community Corrections in up to 4 counties (Sacramento, San Diego, San Joaquin, and Santa Clara) to provide services addressing commercial sexual exploitation of youth.

Authorizes participating counties to use either their probation department or child welfare agency, or both, to create and operate programs serving victims of human trafficking.

Requires programs to include trauma assessments, trauma-informed counseling, specialized staff training, peer mentors, and protective settings for youth victims.

Mandates participating counties conduct at least one evaluation comparing program participants' outcomes to non-participants and submit results to the Board of State and Community Corrections.

Pilot project funding is contingent upon Budget Act appropriations and automatically repeals on January 1, 2022, unless extended by statute.
