Requires all single-user toilet facilities in business establishments, places of public accommodation, and government agencies to be identified as all-gender facilities with compliant signage, effective March 1, 2017.

Defines single-user toilet facility as a facility with no more than one water closet and one urinal with a user-controlled locking mechanism.

Authorizes inspectors, building officials, and code enforcement officials to inspect for compliance with all-gender restroom identification requirements during routine inspections.

Designates single-user restrooms for use by no more than one occupant at a time, or for family or assisted use.
