Amends Government Code Section 77003 to make technical, nonsubstantive changes to the definition of "court operations" for trial court funding purposes.

Restructures the definition of "subordinate judicial officers" to include commissioner and referee positions created before July 1, 1997, and staff providing direct support to those commissioners.

Excludes from the definition commissioners or staff whose positions were created after July 1, 1997, unless approved by the Judicial Council and subject to funding availability.

Makes formatting and punctuation changes to the list of items excluded from "court operations," including law library operations, courthouse construction, district attorney services, probation services, and indigent criminal defense.
