Establishes the California Law Fellowship Program to provide licensed attorneys and law school graduates with limited-term placements in public sector positions within state government.

Requests The University of the Pacific McGeorge School of Law administer the program in consultation with California ABA-accredited law schools, with preference given to current or honorably discharged military members.

Specifies that California Law Fellows' services are not gifts or compensation under the Code of Ethics and that fellows are not considered employees of either house of the Legislature.

Requires state agencies to accept fellows contingent on agency approval, and prohibits state funds from being used to administer the program.

Authorizes the Legislature to participate with placements approved by the Senate Committee on Rules, Assembly Committee on Rules, or Joint Committee on Rules, subject to standards of conduct and economic interest disclosure requirements.
