Prioritizes grant applications that identify local public and private funding sources or leverage existing funding to improve student success, with secondary priority for partnerships serving larger student populations and guaranteeing transfer agreements with CSU campuses.

Sunsets on January 1, 2021, unless extended by legislation enacted before that date.
