Prohibits sellers and lessors from charging buyers or lessees for choosing not to sign electronically or from pricing vehicles differently based on electronic signing choice.

Requires an exact copy of the electronically executed contract be furnished to the buyer or lessee at the time of signing.

Mandates that conditional sale and lease contracts subject to electronic signing must be executed at the seller's or lessor's place of business.
