Requires the Department of Justice's Bureau of Forensic Services, California Association of Crime Laboratory Directors, and California Association of Criminalists to develop a standardized sexual assault forensic medical evidence kit for use across all California jurisdictions by January 30, 2018.

Mandates the California Clinical Forensic Medical Training Center issue statewide guidelines for using the standardized kit components by May 30, 2019.

Specifies the standardized kit must contain minimum basic components and allow evidence samples to be designated for rapid turnaround DNA programs when applicable.

Provides that failure to use the standardized kit does not constitute grounds to exclude evidence and prohibits judges from instructing juries to give less weight to evidence based on non-compliance.

Requires each local and state agency to cover its own costs for purchasing the standardized sexual assault forensic medical evidence kit.
