Appropriates $85,000,000 from the General Fund to be allocated by the State Controller to county and city Supplemental Law Enforcement Services Accounts (SLESA) based on population distribution percentages.

Requires county auditors to allocate received funds to counties, cities, and specified special districts in San Mateo, Kern, Siskiyou, and Contra Costa Counties within 30 days of deposit.

Restricts fund usage to front-line law enforcement services including drug interdiction, antigang programs, community crime prevention, juvenile justice programs, and peace officer training.

Limits administrative overhead costs to no more than 0.5 percent of a recipient entity's annual SLESA allocation under this chapter.

Requires funds to be expended or encumbered by June 30 of the following fiscal year and prohibits use of funds to supplant existing public safety funding.
