Authorizes 10 transit agencies (including Alameda-Contra Costa Transit District, Los Angeles Metropolitan Transit Authority, San Diego Metropolitan Transit System, and Santa Clara Valley Transportation Authority) to operate transit buses on state highway shoulders as bus-only traffic corridors, subject to approval by the Department of Transportation and California Highway Patrol

Requires the Department of Transportation, California Highway Patrol, and participating transit entities to jointly determine appropriate highway segments based on right-of-way availability, capacity, congestion, and safety considerations

Makes participating transit entities responsible for all program costs, including repairs to highway shoulders attributable to transit bus operations

Requires participating entities to submit a report to the Legislature two years after program commencement, including program scope, safety guidelines, modifications, costs, and performance measures; report must be posted on the entity's website

Amends Vehicle Code Section 21650 to explicitly permit transit buses to operate on state highway shoulders when implementing an authorized shoulder bus program
