Requires public and private postsecondary educational institutions in counties participating in the Restaurant Meals Program to apply as approved food vendors if they operate qualifying food facilities, or provide contracting food vendors with program information.

Establishes the Public Higher Education Pantry Assistance Program Account in the Emergency Food Assistance Program Fund to allocate funds to food banks supporting on-campus pantry and hunger relief efforts serving low-income students.

Authorizes the State Department of Social Services to act as the state entity for receipt of federal reimbursement for CalFresh outreach activities on behalf of public postsecondary educational institutions and other state or local agencies.

Renames the State Emergency Food Assistance Program (SEFAP) to the CalFood Program effective January 1, 2017, with corresponding account name change.
