Permits schools to voluntarily provide emergency opioid antagonists to school nurses and trained volunteer personnel to treat persons suffering from opioid overdoses, with each school determining whether to participate based on emergency response times.

Requires the Superintendent of Public Instruction to establish minimum training standards for naloxone administration, including overdose recognition, storage procedures, emergency protocols, and CPR recommendations, with review every 5 years.

Provides liability protections for authorized physicians issuing prescriptions and trained personnel administering naloxone in good faith, shielding them from professional review, civil action, and criminal prosecution except in cases of gross negligence or willful misconduct.

Requires schools utilizing naloxone to obtain prescriptions from a qualified supervisor of health or administrator, provide free training during regular working hours, ensure defense and indemnification for volunteers, and distribute annual staff notices about the volunteer program and employee protections.
