Adds Section 21168.11 to the Public Resources Code establishing special procedures for water treatment projects in the City of Porterville designed to address drought conditions affecting East Porterville's water supply.

Requires the City of Porterville to conduct an informational workshop within 10 days of releasing the draft environmental impact report and hold a public hearing within 10 days before the close of the public comment period.

Allows commenters to request nonbinding mediation within 5 days after the close of the public comment period, with mediation to conclude no later than 35 days after the comment period ends; any agreed-upon measures become conditions of approval.

Permits the lead agency to decline consideration of written comments submitted after the public comment period unless they address new issues, new information, project changes, proposed conditions, or information that could not have been reasonably known during the comment period.

Requires the lead agency to certify the record of proceedings within 5 days of filing the required notice and to make draft environmental impact reports and supporting documents publicly available in electronic format within 3 business days of release.
