Requires the Department of Motor Vehicles to clearly label the base registration fee (currently $43 for vehicles registered after July 1, 2011) as the "base registration fee" on vehicle registration renewal applications.

Mandates that all additional fees and surcharges beyond the base registration fee be listed as a separate and distinct line item on renewal applications.

Requires the DMV to post on its website a clear description of each additional fee or surcharge, including the purpose and statutory authority for each one.

Requires the DMV to provide the website address for fee information with each vehicle registration renewal application so vehicle owners can access details about all charges.
