Establishes the San Diego County Elder or Dependent Adult Financial Abuse Crime Victim Compensation Pilot Program to provide compensation to victims of elder or dependent adult financial abuse crimes occurring in San Diego County.

Authorizes compensation of up to $3,000 per person for costs of financial counseling (up to 10 sessions), mental health counseling (up to 10 sessions), or supportive services, with a total program cap of $1,000,000.

Requires legislative appropriation before January 1, 2019, and limits program operation until January 1, 2020, with full repeal on January 1, 2021.

Excludes derivative victims from eligibility if elder or dependent adult financial abuse is the only crime suffered.

Requires the California Victim Compensation and Government Claims Board to report program data to the Legislature and Governor by July 1, 2020, including number of recipients and average payments for counseling services.
