Creates the Open and Transparent Water Data Act to establish a statewide integrated water data platform that consolidates existing water and ecological data from multiple federal, state, and local agencies into a single accessible system.

Requires the Department of Water Resources to develop data sharing and quality control protocols by January 1, 2018, and implement the platform with water and ecological data available by September 1, 2019, and federal data by August 1, 2020.

Makes compliance with data protocols a condition of state funding for grants and contracts related to water or ecological data improvement, with non-compliant recipients becoming ineligible for state funds.

Establishes the Water Data Administration Fund to provide appropriated moneys to state agencies for collection, management, and improvement of water and ecological data.

Authorizes the Department of Water Resources to partner with nonprofit organizations or other state agencies to create and operate the platform.
