Requires intensive field experiences, including student teaching, to be part of integrated teacher credential programs at postsecondary institutions.

Authorizes postsecondary institutions to offer 4- or 5-year integrated programs allowing students to earn a baccalaureate degree and preliminary teaching credential (including education specialist instruction credentials for special education) concurrently.

Requires the Commission on Teacher Credentialing to collect information about integrated programs as part of its accreditation process, including which institutions offer them and credential types produced.

Establishes a grant program to award 40 grants of $250,000 each to postsecondary institutions for developing transition plans to create 4-year integrated programs, with priority given to programs producing special education or shortage-area subject teachers.

Requires grant recipients to provide program and outcome data for at least three years, including graduate numbers, credential types, and time to earn degree and credential.
