Requires the University of California's California Health Benefit Review Program to include in its analyses the impact of mandated health benefits or services on anticipated costs or savings for the 2 subsequent state fiscal years and, if applicable, for the 5 subsequent state fiscal years.

Applies to legislation proposing to mandate a benefit or service or to repeal an existing mandated benefit or service in health insurance coverage.

Requests analyses be provided to appropriate legislative policy and fiscal committees within 60 days of request and posted publicly on the Internet.

Becomes operative on July 1, 2017, only if the California Health Benefit Review Program is reauthorized before its current authorization expires.
