Authorizes CaliforniaVolunteers to form a nonprofit public benefit corporation or tax-exempt entity to raise revenues and receive grants from private or public sources for lawful activities within its authority.

Requires the nonprofit entity to use all financial support solely for governmental purposes approved by CaliforniaVolunteers and within the scope of its authority.

Limits the nonprofit entity to using no more than 10% of grants and financial support received for its own administrative costs.

Establishes the entity's mission as supporting CaliforniaVolunteers programming and administrative costs, and supporting priorities set by the Governor or CaliforniaVolunteers board of commissioners.

Authority expires if the Governor rescinds Executive Order S-24-06 or otherwise terminates the establishment of CaliforniaVolunteers.
