Expands eligibility for California's Food Assistance Program to include any noncitizen who is lawfully present in the United States, in addition to existing categories like battered immigrants, Cuban and Haitian entrants, and those meeting federal SNAP standards as of August 21, 1996.

Noncitizens who entered the United States on or after August 22, 1996 and lack sponsorship become eligible for aid beginning October 1, 1999.

Sponsored immigrants who entered after August 22, 1996 may qualify for benefits if the sponsor dies, becomes disabled, or the applicant is a victim of abuse by the sponsor or sponsor's spouse.

Requires counties to use the federal Supplemental Nutrition Assistance Program system to administer the state-funded Food Assistance Program.

Authorizes state reimbursement to local agencies for any costs imposed by this expansion of the Food Assistance Program.
