Increases penalties for disorderly conduct violations involving invasion of privacy and peeping, allowing county jail terms of up to 6 months/$1,000 fine or imprisonment pursuant to subdivision (h) of Section 1170 for 16 months, 2, or 3 years/$2,000 fine.

Enhances penalties for second or subsequent violations to county jail not exceeding one year/$2,000 fine or state prison for 16 months, 2, or 3 years/$5,000 fine.

Increases penalties for secretly recording someone in a state of undress to county jail not exceeding one year/$5,000 fine or state prison for 16 months, 2, or 3 years/$10,000 fine.

Establishes heightened penalties when victim is a minor at time of offense, allowing state prison sentences of 16 months, 2, or 3 years with fines up to $5,000.

Adds one-year statute of limitations for criminal complaints involving hidden recordings of violations related to voyeurism and non-consensual recording offenses.
