Amends Section 39719 of the Health and Safety Code to continuously appropriate 20% of annual Greenhouse Gas Reduction Fund proceeds to the California Transportation Commission for trade corridor projects (reduced from 25%)

Reduces the continuous appropriation for transit, affordable housing, and sustainable communities programs from 60% to 55% of annual fund proceeds, effective 2016-17 fiscal year

Directs appropriated funds to be allocated to reduce greenhouse gas emissions in trade corridors consistent with Trade Corridors Improvement Fund guidelines developed by the California Transportation Commission

Removes the creation of a separate Sustainable Trade Corridors Program statute and instead incorporates trade corridor funding allocations into existing law

Makes an appropriation to the Greenhouse Gas Reduction Fund for greenhouse gas emissions reduction purposes
