Requires the Superintendent of Public Instruction to convene a task force examining current rules and regulations regarding priorities for children in state-contracted child development programs.

Mandates submission of a written report to the Legislature by January 31, 2018 assessing whether priority enrollment should be given to children of California National Guard students or other military personnel students.

Directs the development of implementation plans for child development programs to support children of National Guard and military personnel students during state emergencies when parents are called to duty.
