AB 1790 Summary

• Deems CalWORKs recipients in compliance with welfare-to-work requirements if they meet the federally required minimum average hours per week of participation, as verified or discovered by the county.

• Requires counties to provide necessary supportive services to recipients meeting federal minimum participation hours.

• Exempts these recipients from sanctions for failure or refusal to comply with CalWORKs program requirements.

• Directs the State Department of Social Services to issue implementation guidance through an all-county letter by January 1, 2018.

• Specifies that state General Fund continuous appropriation shall not be used to implement this act, with reimbursement to counties handled through state mandate procedures if the Commission on State Mandates determines costs are mandated by the state.
