Increases the Central Basin Municipal Water District board from 5 to 7 directors, composed of 4 elected directors (one per division) and 3 appointed directors selected by water purveyors.

Until the November 8, 2022 election, maintains an 8-member board with 5 elected directors and 3 appointed directors under existing law.

Appointed directors must be selected through a voting process where large water purveyors select one director, cities select one director, and all purveyors select one director with weighted votes based on service connections.

Appointed directors must demonstrate relevant technical expertise (at least 5 years experience in water system management, operations, engineering, financing, or regulation) and cannot hold elected office, own more than 0.5% of a Public Utilities Commission-regulated company, or serve more than one consecutive term.

Provides that appointed directors are eligible for reimbursement of travel and conference expenses and compensation for up to 10 meetings per month, but not communication or car allowances.
