Expands eligibility for breast cancer screening to individuals of any age who are symptomatic or within the age range recommended by the United States Preventive Services Task Force.

Defines "symptomatic" as presenting with breast abnormalities including lumps, thickening, swelling, changes in color/size/shape, or nipple discharge.

Provides individuals diagnosed with breast or cervical cancer recurrence at any site an additional treatment coverage period (18 months for breast cancer, 24 months for cervical cancer) if they meet other eligibility requirements.

Maintains family income requirement of not exceeding 200 percent of federal poverty level for screening services under the federal Centers for Disease Control and Prevention grant.

Requires providers to make information available to applicants and beneficiaries on insurance affordability programs, open enrollment periods, and Medi-Cal continuous enrollment options.
