Exempts uncontested director elections from requiring an independent inspector of elections if the number of candidates does not exceed the number of directors to be elected and the association formally declares the election uncontested following specified procedures.

Requires associations to provide general notice to all members at least 60 days before director elections announcing the election and nomination procedures, including self-nomination options.

Establishes that members satisfying lawful qualifications adopted by the association cannot be denied the right to vote or be candidates for director, removing the "in good standing" requirement.

Allows causes of action for election procedure violations to be brought in small claims court if the demand does not exceed that court's jurisdiction, in addition to civil actions for declaratory or equitable relief.

Requires uncontested election declarations to include a 20-day advance notice period, board hearing where members can object, recording of all candidates' names and the board vote in meeting minutes, and a 15-day window for write-in candidates if permitted by governing documents.
