Requires each electrical corporation and local publicly owned electric utility to annually post information on their websites regarding utility outage compensation claims from the previous year

Mandates posting of specific data including number of open claims, new claims received, applicants awaiting determination, median processing time, approved claims, and denied claims

Applies only to outages determined to be the fault of the utility by the Independent System Operator, Public Utilities Commission, or the utility itself, or to claims the utility has determined to pay

Prohibits information relating to utility outage compensation claims from being admitted as evidence in any action for damages against an electrical corporation or local publicly owned electric utility arising from an outage

Exempts the state from reimbursing local agencies or school districts for costs of implementing this mandate, as local agencies have authority to levy service charges or fees to cover the program
