Amends Government Code Section 66001 to reorder language clarifying that local agencies must determine reasonable relationships between development fees and both the type of development project and the fee's use.

Requires local agencies establishing development fees to identify the fee's purpose, its intended use, and demonstrate reasonable relationships between the fee and the development project type and public facility needs.

Mandates local agencies determine reasonable relationships between fee amounts and the actual costs of public facilities attributable to the development project.

Requires local agencies to make findings every five years on unexpended fee funds and either identify construction start dates or refund unexpended portions to property owners on a prorated basis.
