Authorizes the Secretary of Food and Agriculture to require entities conducting noncommercial seed sharing to submit notification with entity name, address, and responsible party contact information, with no associated fees.

Authorizes the Department of Food and Agriculture to post information on its website about noncommercial seed sharing, including germination standards, Plant Variety Protection Act compliance, and best practices.

Declares that the seed law is intended to support noncommercial seed sharing activities and their contribution to community health and food system resilience.
