Authorizes the California Department of Transportation to enter into agreements with private entities to operate safety roadside rest areas in conjunction with retail establishments.

Requires the state to retain ownership of affected rest area property but allows leasing to private operators, with the private entity responsible for maintenance and ensuring minimum 18-hour daily public access with restrooms, security, and vehicle parking.

Allows the state to receive payment of a fixed percentage of gross sales from the retail establishment (via direct or online sales), deposited into the State Highway Account for maintaining or creating new safety roadside rest areas.

Mandates the retail establishment comply with Americans with Disabilities Act standards, federal regulations, and Tier 1 provisions of the 2013 California Green Building Standards Code for sustainable design.

Requires the Department of Transportation to seek any necessary federal waivers to implement these public-private partnership provisions.
