Requires the California Environmental Protection Agency to establish a comprehensive technical assistance program funded from the Greenhouse Gas Reduction Fund to help eligible communities and applicants access grant programs.

Defines eligible communities as census tracts identified as disadvantaged, or with median incomes at or below 60% of statewide median income, or at or below the state's very low-income threshold.

Prioritizes technical assistance based on communities' greatest need for program access, demonstrated capacity to apply for grants, prior grant-seeking experience, and per-capita funding previously received.

Mandates the 3-year investment plan to allocate technical assistance moneys to the agency, separate from the existing 25% minimum allocation requirement for disadvantaged community projects.

Directs the technical assistance program to help identify relevant state agencies, develop grant proposals, coordinate local emissions reduction programs, conduct community outreach, and plan future greenhouse gas reduction projects.
