Prohibits law enforcement agencies from using unmanned aircraft systems (drones) except as authorized by this bill, and applies restrictions to private entities contracting with law enforcement for drone use.

Requires law enforcement agencies to develop and publicly post a written policy on drone use before operation, including specifications on authorized uses, training requirements, data sharing, and compliance mechanisms.

Prohibits drone surveillance of private property without a search warrant, express permission from the property owner, or exigent circumstances such as emergency situations, environmental disasters, or imminent threats to life.

Requires all images, footage, or data collected via drones to be permanently destroyed within one year, except when retained for training, academic research, evidence in litigation, or as authorized by search warrant.

Prohibits equipping or arming drones with weapons or devices intended to cause incapacitation, bodily injury, death, or property damage unless authorized by federal law.
