Authorizes courts to require persons convicted of soliciting prostitution (first offense) to attend and complete an approved sex trade buyer first offender program in addition to other penalties.

Requires county probation departments to design and implement an approval and renewal process for sex trade buyer first offender programs, with exclusive authority over annual and provisional approvals.

Mandates approved programs provide 6 to 8 hours of education covering legal consequences, health risks, sex trafficking dynamics, effects on sex sellers and communities, and sexual addiction resources.

Requires probation departments to adopt procedures for approving new programs, conducting onsite reviews, and revoking or suspending approval for noncompliant programs, with a 14-day correction period for identified deficiencies.

Establishes state reimbursement procedures for local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs.
