Requests the University of California establish or designate an institute to administer the California Cancer Clinical Trials Program, governed by a board of at least 5 members appointed by the UC president.

Authorizes the program administrator to solicit funds from business, industry, foundations, federal agencies, and private sources to support the program and awards grants.

Requires the program administrator to establish the Cancer Clinical Trials Grant Program upon receipt of at least $500,000 in funding to increase patient access to eligible cancer clinical trials in underserved and disadvantaged communities.

Permits grants to research institutions, hospitals, and nonprofit organizations for patient navigator services, community outreach, counseling, well-being services, and payment of ancillary costs such as airfare, lodging, transportation, meals, and child care for clinical trial participants.

Limits administrative costs to 20 percent of program funds (or more in the first year for start-up costs) and requires remaining funds to be allocated to eligible organizations if the program is dissolved.
