Appropriates $2,000,000 from the General Fund to the Office of Emergency Services for maintenance and upkeep of one or more mobile field hospitals.

Requires mobile field hospitals to be ready and available within 72 hours to assist local communities during natural disasters or mass casualty incidents.

Establishes that the state owns three mobile field hospitals purchased in 2007, each deployable as a 200-bed acute care facility with power generation, medical equipment, and specialized departments including emergency, operating room, intensive care unit, and laboratory.

Directs that all three mobile field hospitals currently stored in the Sacramento area be maintained in a state of readiness for rapid deployment during catastrophic emergencies.

Requires a 2/3 vote for passage and is subject to fiscal committee review.
