Requires health care service plans and health insurance policies issued, amended, or renewed on or after July 1, 2017, to allow early refills of covered topical ophthalmic products.

Permits early refills for 30-day supplies at least 23 days but less than 30 days from the original prescription date or most recent refill date.

Permits early refills for 90-day supplies at least 68 days but less than 90 days from the original prescription date or most recent refill date.

Allows plans to offer early refills at or below 75 percent of predicted days of use and does not create new mandated benefits or prevent deductibles and copayments.

No state reimbursement required because costs incurred will result from changes to criminal penalties under existing law.
