Creates the Advanced Mitigation Program in the Department of Transportation to implement environmental mitigation measures in advance of future transportation projects.

Defines "advanced mitigation" as mitigation implemented before and in anticipation of environmental effects of future projects, including mitigation banks, in-lieu fee programs, and conservation easements.

Allows the department to use advanced mitigation credits to fulfill mitigation requirements for transportation projects eligible for the State Transportation Improvement Program or State Highway Operation and Protection Program.

Requires the department to establish an interagency steering committee by February 1, 2017 to advise on the program, identify mitigation opportunities, and seek streamlining of federal and state regulations.

Specifies that advanced mitigation must meet or exceed all applicable requirements under the California Environmental Quality Act, California Endangered Species Act, and other applicable laws.
