Exempts institutions granting doctoral degrees in psychoanalysis from California Private Postsecondary Education Act accreditation requirements through January 1, 2021, if specified conditions are met

Requires all students at exempt institutions to hold master's or doctoral degrees before enrollment and maintain valid professional psychotherapy licenses with current malpractice insurance during enrollment

Mandates exempt institutions be nonprofit entities that do not accept federal student aid and obtain accreditation from or submit self-study applications to the Accreditation Council for Psychoanalytic Education by July 1, 2018

Exemption automatically repeals on January 1, 2021, unless extended by subsequent legislation enacted before that date
