Establishes the Office of Higher Education Performance and Accountability as the statewide postsecondary education coordination and planning agency within the Governor's office, replacing the unfunded California Postsecondary Education Commission

Governor appoints an executive director subject to Senate confirmation; creates an 8-member advisory board (2 ex officio legislative members and 6 public members appointed to 4-year terms) to review office operations and recommendations

Office responsibilities include identifying state higher education goals and priorities, reviewing cross-segmental initiatives, advising on new institutions and campuses, maintaining a comprehensive student data database, and reviewing admission eligibility changes

Office may require public higher education governing boards and institutions to submit data on plans, programs, costs, enrollments, and other matters for planning and coordination purposes; constitutes a state-mandated local program for community college districts

Automatically repeals on January 1, 2021, unless extended by statute; requires annual reporting to Legislature and Governor, with Legislative Analyst's Office review due by January 1, 2020
