Requires the California Health Benefit Exchange to upgrade its enrollment system to offer parents two options when they qualify for subsidized coverage but their children under 19 only qualify for Medi-Cal

Option 1: Parent enrolls in subsidized coverage plan while children enroll in Medi-Cal separately

Option 2: Entire family enrolls in single plan with parent's subsidized coverage and unsubsidized coverage for children under 19

Enrollment system upgrades must be operational by July 1, 2017, and overseen by the chief information and technology officer or designee
