Requires the Chancellor of the California Community Colleges and Superintendent of Public Instruction to submit an annual report by September 30 on adult education program outcomes and fund usage statewide and in each adult education region.

Modifies the report's summary requirement for insufficient funds to base it on a review of annual adult education plans for each consortium rather than self-assessments by consortiums.

Expands the insufficient funds summary to consider program funds combined with other available funds from the consortium and other entities providing education and workforce services for adults in the region.

Requires the Chancellor and Superintendent to align data used in the report with data reported by local educational agencies and data from the federal Workforce Opportunity and Innovation Act.

Directs the Employment Development Department and California Workforce Investment Board to assist in aligning service delivery across state and regional workforce, education, and job service programs.
