Requires the Department of Motor Vehicles to collaborate with seven state agencies to review and coordinate enforcement against unlicensed and unregulated automobile dismantling, including impacts related to tax evasion, environmental quality, and public health.

Authorizes the coordinating agencies to solicit information from district attorneys, code enforcement agencies, and other federal, state, and local agencies with jurisdiction over unlicensed dismantlers.

Mandates submission of a comprehensive report to the Legislature by January 1, 2019, detailing investigation numbers, statutory gaps, facility locations, enforcement barriers, compliance strategies, and recommendations for statutory or regulatory changes.

Sunsets on January 1, 2020, unless extended by subsequent legislation enacted before that date.
