Requires the Office of Administrative Law to send a link via email to appropriate Senate and Assembly policy committee secretaries when a notice of proposed regulatory action is published in the California Regulatory Notice Register.

Link requirement applies only when the notice includes economic impact, cost impact statements, or findings related to business and private person impacts as described in Section 11346.5.

Removes prior requirement that agencies submit notices directly to the Legislature under Section 9795, replacing it with the Office of Administrative Law's email notification to committee secretaries.

Maintains existing 45-day advance notice requirement to affected parties before hearings and close of public comment period on regulation adoption, amendment, or repeal.
