Establishes a pilot program in no more than 3 counties to provide child sexual abuse prevention and intervention services through public or private nonprofit programs.

Appropriates $50,000 annually from the General Fund to each selected county to prevent and reduce child sexual abuse.

Counties are selected based on significant incidences of child sexual abuse or commercial sexual exploitation, identification of a nonprofit organization to administer the program, and school district participation in federal prevention training grants.

Eligible nonprofit agencies must submit evidence that proposed services are not duplicated in the community, address needs of at-risk children, and are supported by a local public agency such as welfare departments, law enforcement, or school districts.

Each participating county must annually report to the State Department of Social Services and relevant legislative committees on public awareness changes, educational materials distributed, child sexual abuse report statistics, and identified best practices; program provisions expire January 1, 2020.
