Increases the threshold for transit priority projects to qualify for limited CEQA review by raising the percentage of project parcels allowed to be farther than one-half mile from a major transit stop or high-quality transit corridor from 25% to 50%

Creates a new Section 21155.2 that allows projects meeting the 50% threshold to proceed with either a sustainable communities environmental assessment or a streamlined environmental impact report

Requires transit priority projects to contain at least 50% residential use, provide minimum density of 20 dwelling units per acre, and comply with greenhouse gas emission reduction targets in regional transportation plans

Streamlines environmental review by allowing lead agencies to limit analysis to significant impacts identified in initial studies and exempts certain cumulative effects already addressed in prior certified environmental impact reports

Requires public hearings and 30-day comment periods for sustainable communities environmental assessments, with review conducted under the substantial evidence standard
