Prohibits state agencies, departments, boards, and the Legislature from requiring employees to travel to or approving state-funded travel to any state that enacted laws after June 26, 2015 that void or weaken protections against discrimination based on sexual orientation, gender identity, or gender expression.

Applies to California state government entities, University of California, California State University, and the Legislature.

Exempts travel required for law enforcement, litigation, pre-January 1, 2017 contractual obligations, federal government requests, grant-required meetings, job-required training, and public health or safety purposes.

Requires the California Attorney General to develop and maintain a list of states meeting the criteria, with state entities responsible for consulting this list.

Travel restrictions remain in effect while specified discriminatory laws remain on the books in other states.
