Requires each Cal Grant participating institution to certify starting with the 2017-18 academic year that it will not discriminate against applicants, students, or employees based on disability, gender, gender identity, gender expression, nationality, race or ethnicity, religion, sexual orientation, or other characteristics listed in Government Code Section 11135 or hate crimes statutes.

Provides exceptions allowing religious educational institutions controlled by a religious organization to hire and employ persons of a particular religion, and allowing single-sex institutions that have historically admitted only one sex to continue that practice.

Prohibits Cal Grant participating institutions from having, applying for, or receiving a waiver from the United States Department of Education from federal nondiscrimination requirements under Title IX of the Education Amendments of 1972.

Allows institutions that obtained a Title IX waiver before the 2017-18 academic year to remain eligible if they relinquished the waiver before that date.

Permits students enrolled at an ineligible institution to renew their Cal Grant awards to continue attending that institution to the same extent as eligible institutions, but only while actively enrolled.
