Adds Section 2704.78 to the Streets and Highways Code to define when a corridor or usable segment is "suitable and ready for high-speed train operation" for purposes of Proposition 1A bond funding requirements.

Establishes that a corridor qualifies as suitable and ready if bond proceeds enable high-speed trains to operate immediately or after additional planned investments, and if passenger train service providers benefit from the project in the near-term.

Requires the High-Speed Rail Authority to include in its business plan and project update reports information demonstrating that bond investments are consistent with the current business plan and advance the Phase I blended system.

Clarifies that early investments in the "Bookends" (northern and southern California regions) and elsewhere along the system authorized under SB 1029 are consistent with the Legislature's intent and Proposition 1A's goals.

Affirms the Legislature's intent that initial infrastructure investments provide economic benefits, create jobs, and advance improved rail transportation while enabling passenger train service providers to use improvements during construction of full high-speed rail service.
