• Creates Cal Grant C Entitlement awards of up to $3,000 annually for access costs for community college students in short-term (less than one academic year) for-credit certificate or credential programs in identified occupational or technical training fields

• Requires Student Aid Commission (instead of Legislative Analyst's Office) to submit outcome reports on the Competitive Cal Grant C program by April 1, 2017, and biennially thereafter on odd-numbered years
